Step 3: Change your Background Color to a Light Blue. ( Red 139, Green 190, Blue 253 )
Press Command Delete (PC Users Control Delete) to fill the selection with light blue.
(Pressing Option/Alt Delete would fill it with the dark blue foreground color)
Deselect this layer by Pressing Command D, ( PC users Control D)
Make a duplicate of this layer.
Go under the Filter pull down menu and choose Gaussian Blue.
Choose value of 3 for Low Res image( 72 point for Web )
7 for a High Res image ( 150 point or more for Print).
